Law on exit and entry of Vietnamese citizens in 2019; Circular 73/2021/TT-BCA stipulating passport and travel documents and related forms and Circular 25/2021/TT-BTC dated 07/04/2021 on collection rates and regimes, pay, manage and use fees and charges in the field of exit, entry, transit and residence in Vietnam.
What is the passport?
According to the provisions of the Law on Exit and Entry of Vietnamese Citizens in 2019, a passport is a document owned by the State, issued by a competent Vietnamese agency to Vietnamese citizens to use for export. immigration, entry, proof of nationality and identity. An electronic chip passport is a passport with an electronic device that stores encrypted information of the passport holder and the digital signature of the issuer. The passport shows the user’s information such as name, date of birth, hometown, nationality, date of issue, place of issue, expiration date, etc.
At the same time, in Circular 73/2021/TT-BCA stipulating the passport form and related forms, there are 3 types of passports:
- Diplomatic passport: sepia cover, issued to subjects under Article 8 of the Law on exit and entry of Vietnamese citizens in 2019, with a term from 01 to 05 years; may be extended once for no more than 3 years.
- Official passport: dark green cover, issued to the subjects in Article 9 of the Law on exit and entry of Vietnamese citizens in 2019, has the same validity as a diplomatic passport from 01 year to 05 years; may be extended once for no more than 3 years.
- Ordinary passport: blue-violet cover, considered for issuance to Vietnamese citizens if they do not belong to schools that are not granted by law. For persons aged full 14 years or older, the passport is valid for 10 years and cannot be renewed; for persons under 14 years of age, the passport is valid for 5 years and cannot be renewed; for ordinary passports issued according to the shortened procedure, the validity period is not more than 12 months and cannot be extended.
In addition, the Law on Exit and Entry of Vietnamese citizens in 2019 also stipulates that passports with electronic chips or without electronic chips are issued to Vietnamese citizens who are full 14 years of age or older. Passports without electronic chips are issued to Vietnamese citizens under the age of 14 or through abbreviated procedures.
When should I look up my passport number?

In addition to the traditional search methods by contacting directly, citizens can flexibly choose the form of online passport book search to avoid time, expense and effort. Here are the steps to help citizens conveniently and easily look up their passport book online, specifically:
- Step 1: Citizens wishing to look up their passport books online can access the link hochieu.cahn.vn. Here will display 4 icons, the visitor chooses the 3rd icon to look up passport information.
- Step 2: Enter all the required information. Normally, visitors need to enter information such as: full name, date of birth, ID card/CCCD number. Then, click on the search item displayed on the screen, the system will look up and return search results with full personal information of the visitor.
In the process of using the passport book, there are many reasons that lead to the need to apply for a new passport book. So, the procedure to apply for a passport book is done according to the following steps: – Declaration form according to the form – Photo of a new card, size 4×6 cm, white background, note that the photo is not wearing a hat, without glasses, with a straight face. – Certificate of immigration authorities about the loss of passport or in case the passport is damaged or the passport is valid for less than 30 days, return the passport. For ordinary passports, it cannot be renewed, so when it expires, citizens wishing to use it need to apply for a new passport, the procedures are as follows: Step 1: Citizens prepare all required documents, including: In case a child under 14 years old applies for a passport, the passport application form must be certified and stamped with a photo of the police station of the commune, ward or town where the child permanently or temporarily resides. In case a child under 14 years of age applies for a separate passport, it must be enclosed with 01 copy of the birth certificate or an extract of the birth certificate (if it is a photocopy, present the original for checking and comparison) and 02 photos. size 4cm x 6cm. In case the parent declares and signs on behalf of the child; or no longer has the child’s mother, father, adoptive mother, adoptive father or guardian who declares and signs on behalf of the child (must have papers proving the relationship of adoptive mother, adoptive father or legal guardian).
